Boston Whaler - Identifying Leaks
After removing all the compass damping fluid, I scraped off the silicone used for the previous repair and cleaned and polished the capsule/diaphragm assembly using brass polish (http://www.barkeepersfriend.comfriend.com).

Next I started looking for the leaks per the Ritchie repair procedure (apply air pressure through fill port while submersed in water and look for bubbles). There turned out to be 3 leaks in the diaphragm and another leak between the acrylic globe and the brass housing.
