I did stagger the set-up for the O/B bolts. The lower bolts were introduced from the exterior into the trim bracket and transom. The brass Nylok nuts reside in the interior side in the lower well area. This method offers better sealant seal and the threads are not exposed to corrosion from submersion in a salt environment. The upper bolts enter the transom from the interior side exiting through the O/B trim bracket.
