I have no experience with these smaller motors where prop is engaged all the time. I can't seem to find diagrams or intructions on how to replace impeller? I assume I need to replace b/c I see no water discharging from the two holes in the picture. Also, there is a fuel leak at the inline filter housing entrace. This appears to not just be a simple line replacement since the line is threaded into the filter housing(pics at link below).

Those two holes MIGHT not be where the water comes out. I had a 1979 Evinrude 2 hp and from what I remember, the water came out of the exhaust under the water. There should be a way to remove the lower unit and you should see the cover for the impeller. Check out the post:
