Just got my 1994 25hp Merc running on my 13ft Sport. After babying it on the water hose muffs and adding SeaFoam we took it out and it did great.
We took it out again today and had a full load, 3 adults (not small) 1 full 6gal tank, battery, about 1gal in a 3gal tank, small cooler and two heavy aluminum framed swivel seats (wood seats are not in yet).
Using my auto GPS (Magellan 1200) in map mode, it showed that my speed on a good plane and not quite WOT was 20-21mph. Would this be accurate and is that about the speed I can expect? Is this good or could it be better?
I know there are many Whaler experts that can give me some straight answers.

It was my Dad's, now it's Mine, one day I'll pass it down, 'til then it's Happy Whalering.
A 13' with a 25hp engine, 3 "full-sized" adults, not to mention all the gear? I would say 20 mph is as good as it gets. If you're looking for more speed, step up to a 40 hp.
