I would remove it, lay it down on a hard surface covered with a towel. Use a product called Plexus (I believe) available at most hardware big box stores.
We have used this on emergency light bars for years and it works really well. They also make the kits for polishing plastic heqadlights, etc.
I agree with these guys. Absolutely remove the windshield to polish it.
If you have scratches in it and are serious about bringing it back, get a Micro-Mesh kit and have at it. I did my Outrage windshield with the KR-70 kit years ago.
