Yes I personally think it would likely be to heavy for any year however, the 1975 and later 13's with the 20" transom would be better suited for that motor. I would look for a much lighter 2 Stroke carb'd or DFI motor.
I second Jeffs comment. I have a 1966 13' and the transom is 15" tall. Also I am running a 1993 40hp Yamaha 2 stroke. When I slow too quickly, water will rush over the transom.
Lighter is better with the 15" transom.
