I am repainting a Johnson outboard. Sandblasting the corrosion and barnacles off. Any suggestions on a primer? I hear zinc chromate works well although I do not quite understand why. Dissimilar metals, electrolysis? ?? Any suggestions on a Primer that sticks well, inhibits corrosion in saltwater environment?

Zinc Chromate primer is the right choice. However, you ONLY need it on any bare metal areas. If there is still paint there, any compatible primer with your top coat will do.
Any bare areas should also be washed with a 50/50 solution of white vinegar and water before the Zinc Chromate.
Both the vinegar and Zinc Chromate "etch" the metal for better paint adhesion.
Funny thing about zinc chromite primer. I have stripped the paint off a few outboards with aircraft spray on paint remover. the paint comes off easily, but the green zinc chromite primer is mostly unfazed by chemical strippers. this may be a good thing. BTW its available in rattle cans in Auto Stores.
