I am not an expert, but I looked it up a while ago (Google is your friend) and "loop charged" is one of two flow paths used in two-stroke outboards - the other is "crossflow." If I remember right, the theory is that loopers run better at speed, while crossflows idle better.

Yes, with a cross flow two stroke cylinder, the intake charge enters on one side of the cylinder head and exits on the other side (after combustion as exhaust). The piston head usually has a ridge or slope to it in order to direct the incoming charge up into the cylinder.

With the "loop charge" design, the intake charge ports are located around the cylinder wall, which introduces the gas/air charge more "evenly". Due to this design, the piston heads are flat.
