I have a 1980's evinrude 30 elec start that is hard starting. Once it does start it takes a few (15) seconds to idle nicely.
This same engine will run fine but there is a spot where it hesitates. From an idle/slow speed when I press the throttle down it will die if I dont push it hard down to get to a spot where it will still hesitate but it will recover and eventually take off.
First thing I'd suggest would be a compression check to eliminate head gasket issues, cylinder problems, etc. Then I'd do a spark test, pull the plugs out and if you don't have a spark tester, you can use a bolt in the spark plug boot as a conductor. Set the plug so that there's a 3/8" gap between the bolt and the block and watch for a spark as the engine is cranked. If that all checks out, I'd pull the carbs and clean them out.
