How do the 86Qt, Montauk cooler cleats, attach to the boat? And the cooler for that matter/

The cooler cleats are screwed to the deck, three screws per cleat.
The cooler sits on top of the cleats and is held down with bungee cord loops built into the cleats.

So they lay on their "sides", so to speak...and the bungees are semi permanently "captured" in the (2) 1" "holes" ?

Tom,
There are cooler cleats for the Outrage which are different than the cooler cleats for the Montauks. However, you can use Montauk cooler cleats in an Outrage with no trouble and you will have the added benefit of raising your cooler a bit and allowing water to drain freely underneath the cooler.
You will also be less likely to stub your toes on the cleats.
Not sure if Whaler still offers either sets of cooler cleats though there are guys who can make them for you. It is a simple project.

There are a bunch of us that have made these things with no more than a Skil saw and a drill. If you want, there are even drawings of the cleats in the Downloads section here. If you're handy, you could give it a try.
If not, I'm sure someone would probably make them for you.

FYI - Mine are made of white starboard material and will last a long time with no oiling, sanding or wear like teak or mahogany requires.
