I have a 23’ 1991 walk around cuddy model that was purchased about 4 years ago. Its a classic and a perfect boat for the waters we use it on - the Apostle Islands of Lake Superior. But, she certainly has not been trouble free and have recently discovered that she is pretty wet with the foam nearly 100% saturated in the stern both on the side gunwales and the bottom of the haul from about midship back.
Is restoration even possible for this boat? I feel like it needs a complete rebuild from mid ship back. She has a newly restored transom and we replaced the original reebock saltshaker setback with a powder coated PDR aluminum setback so have sunk some money into the boat!

Was this problem discovered during the transom restoration? I not, how have you determined the boat needs a total rebuild from midships to the transom? Is it possible you have overestimated the extent of the foam saturation?
Moisture meter readings on Whaler hulls are notoriously inaccurate. Is the boat floating with a low stern bias? Did the original setback provide some extra flotation? If so, the new setback without any flotation could be making the boat appear to be too low to the water relative to it's previous level.

Need more specific information.
How do you know she is wet? Details. Proof.
The bracket needs to have floatation in it otherwise you will have a really low transom.
Verify your through hulls on the transom are not compromised.
Post photos.

How the boat floats on it's lines is what will indicate Weight in the stern.
If you can post a picture of it sitting still with the stern exposed it would be good.

I am sure my 1985 Outrage has too much weight in the stern. It is still being used this Summer, but I may go all in cutting the deck between the splash bulkhead and the transom and hopefully removing a lot of wet foam.
Of course I don't know, but am betting 300# plus of weight that doesn't belong there.

I recommend you defer cutting into your Whaler until you are certain it's necessary. After reading your posts I suspect you have reached a conclusion without much evidence. Unless you are a highly skilled fiberglass repairman you may be spending a lot of money unnecessarily. Adding flotation to the underwater portion of your replacement setback bracket may solve your stern low issue at far less cost.
For some more useful recommendations you need to post some useful photographs.
