Hi,
I have a 25 Outrage. There is a flanged square at the base of the rope locker. The through hull plug is below this . I believe there is a hatch or some type of water tight lid that goes there. This would prevent any deck water from entering the v birth. Can anyone advise me on this? It would be much appreciated.

I also have a 1989 Outrage 25 which I bought new and still own, still all original, and because of that, know these boats very well.
It sounds like you are describing the sump in bottom of the large deep well, accessible by the lift-off trapizoidal locker cover. Whaler furnished a drop-in 3/8" teak plywood cover for the sump, similar to the sump covers in the stern quarters. It is not water tight and not attached except for an elastic cord. Has a finger hole in it also.
Water WILL get into this deep locker, and there an automatic bilge pump installed, with dash switch, to get rid of water that gets in.
