I am replacing the helm and steering cable on my 1986 17 Montauk. Cable is run. Helm is installed. The problem I am having is that the quick connect cable will not lock into the helm. Any thoughts.

I think you have not yet reinstalled the locking pin. Marked as item #3

PhiT thanks for the rely.
The way I understand step 2 is that you install cable into top entry spigot turn counter clockwise until cable it clicks as the locking mechanism engages. Then turn wheel to right all the way to insure cable stays in the spigot. From my understanding the hitch pin is used to remove the cable by pressing into hole at the upper spigot to release the locking mechanism. My issue is after installing cable in upper spigot it will not engage the locking mechanism. Thanks.

When I reassembled my cable last month, I fed the cable in, turning the wheel till the sheath (outside cover of the cable) was up against the helm.

I held the sheath, turned the wheel the opposite way.

Inserted the pin.

Never heard/felt a click.

If you pull on the sheath, it will not seperate from the helm.

Thank you Phil T.

After installing the pin the cable stays put.
Boy, could have used better install instructions from the manufacture:)
Thanks for you help.
