You state all the way trimmed down...why? You need to trim all the way up unitl it slips, then tap it down until it grabs. I'm thinking around a 17" pitch. A 23 would be a major dog out of the hole and redline in the 4k range. 24 Whalers so far....

Trim out and watch the rpm's rise without you changing the throttle. Note the speed on the GPS display increase. Note the bow will lower. As you continue to trim out, the speed will stop increasing. At the point it does, bump the trim inward a few times and there you are. Accelerate till throttle is at the stops. What is WOT rpm and GPS speed?
