1989 Guardian 19- strange configuration

I recently encounter two 1989 Guardians 19 that puzzled me. They were bought at an auction and served in Florence County, North Carolina. One of them has been work on and the other is disassembled.
The interesting thing about these boats is that they do not have steps on the bow, the self-bailing holes are about 3 inches wide and the console used to be on the back of the boat with a leaning post. The rest of the boat is open with several anchor points throughout the floor.
Does anybody see one of these before? What were they used for?

The lack of bow steps is indicative of it being a Raider hull.
Each Guardian/Raider was truly custom built to the client's request. Many CPD boats are one-off's.
While CPD did have template "models", these were used as a starting point.

Now I am definitely putting a 225 on my 18'. That is probably 130lbs or more than what my setup will weigh.

The Raider had what looks like 6 boat fenders secured to the floor. If they needed beach and hide the boat the 7 man crew would use the " Fenders as rollers and pull the boat over the rollers and hide the boat in the brush ?woods.
