long story short, looking to replace bad lower unit engine (1988 Johnson 100V4 2 stroke) with a four stroke Honda 40 to fish around Point Loma Kelp, La Jolla Kelp and in and around Mission and San Diego Bay. Im getting a great deal on the Honda and will eventually thro a 75 Yamaha four stroke on it in the future.

Yes, the 1973 Boston Whaler Currituck 16 boat has a factory minimum horsepower rating of 35 hp.
I remember seeing many years ago on Cape Cod a Boston Whaler Montauk 16 that was powered with a 40 hp Honda. The guy did not win any speed races but he always had a smile on his face at the end of the day when you asked him how much (little) fuel he consumed.
Matthew Plunkett, the author of the book, Unsinkable: The History of Boston Whaler, found 4 photographs of a Boston Whaler Currituck 16 boat powered with a Johnson 40 hp outboard motor. One of the photographs shows the boat on plane with 3 persons onboard. The photographs are posted on Matt's f/b page, date 26 Oct 2017.
Caveat: The boat may have difficulty getting on plane with a Honda 40 HP four-stroke outboard if your passenger and cargo load exceeds @ 650 lbs.
