Bubbles in Fiberglass on Deck

I recently discovered several bubbles in the fiberglass on the deck of my '94 Dauntless. A few places around the deck the fiberglass has swollen up about an inch and has formed a little hill on the deck. The bubbles are about a foot across. They don't feel weak when stepped on and don't sound differently than other parts of the deck when tapped with a hammer.
The boat has been resting on a trailer in a covered car port during the off season.
Any ideas for what is causing these bubbles? Is there anything I can do about leveling them out?
