Is it carburated or EFI?

If carb'ed I would say they need to be cleaned.

It could be anything - any motor will rev up with no load on it. You need to give additional details, such as when it was last running, any changes or service history.

NEVER exceed 2000 RPM with the motor in neutral unless you want to destroy it.

Tom, isn't that potential runaway condition specific to two-strokes?

Revving a motor to redline with no load doesn't seem very smart anyway - and it doesn't tell you anything, as the original poster found out.

Do lower units / gear cases ever cease?

Seems like the first thing to work on is finding a new "pro" since this one left you with a broken motor.

But again, if you provide more information, such as when it was last running OK and what happened since then, someone might be able to help. Otherwise it's just a guessing game.

Literally just guessing but couldn't it be that something is wrong with the shift mechanism that will not let the motor start while in gear.
