Greetings, I'm in the process of buying a 22' Outrage from a seller who lives out of state. First issue is with the HIN, my state (MA) requires the boat to have one, but his state didn't and the plate on the transom is missing. Does anyone know if there's another plate somewhere on the boat? (I'm picking it up Monday, haven't had a chance to look yet) I'd heard possibly up front somewhere? I was able to get the serial number out of the front locker and contacted Chuck Bennett at Whaler, who was very helpful and gave me the original HIN, but since it's not listed on the seller's reg. and is nowhere else on the boat, they won't honor the letter, so I'm hoping there's a second number somewhere. Also, the boat was advertised as an 1986 but Chuck tells me it's actually an '83 hull, does anyone know if they changed the hull shape at all between those two years? There are two numbers on the boat as you found out.
1. HIN metal plate (yours is missing)
2. The stencil number in one of the forward lockers.
The stencil number corresponds to only one boat and has to match the HIN of that boat so you should be good.
I am surprised that they won't honor the letter directly from Boston Whaler and Chuck Bennett.
There may be another metal tag in one of the front Bow Lockers. You would have to look.
1980 to 1988 were basically the same. In 1989 there was a change in the splashwell design from small to full width...
If it were me, I would make my own HIN metal tag using some metal number and letter stamps.

Boston Whaler records should be legal, and as official records, your state should honor that...
You already have one of the numbers, the Stencil number thats embedded in the hull...
Thanks for the reply Joe. I'm very tempted to do as you say and use the HIN from Whaler as the registry requires a rubbing or imprint of the HIN done with a crayon or pencil and a piece of paper placed over the tag. Was also thinking about using a Dremel and small letter kit to etch it in like the newer boats have. The only potential problem I can forsee is that in this state you have to pay the sales tax before you do anything, and that payment is then tagged to the HIN. So if I get to the registry and they have an issue with the HIN, it could get complicated with the sales tax. Their alternative is to send out an officer to "inspect" the boat and then he assigns a new HIN, but it could take a while depending on his schedule, and I'd prefer to keep the original number as it's on the books at Whaler and feels more authentic. I've placed a few calls to the registry already and get the sense that some of the people are flexible, and some quite rigid, so it may come down to a roll of the dice. I may have to fake sick at the window if I get a stickler and try again at a different time! Haven't pulled that one since grade school... In any case, I'll take a look for a second tag on Monday and go from there. I'll keep you posted as to how this unfolds, thanks again for your assistance!
No second tag so I decided to just get a new plate made with the HIN number Chuck Bennett at Whaler provided me with. Took the stencil, got all my paperwork in order (including Chuck's letter and pic's of the bow locker number and new HIN plate on the transom) and went to the registry today. Contrary to the people answering the phone, the woman at the counter couldn't have been nicer and simply entered in the "new" HIN, updated the year of the boat, and was even able to keep the same letters in the registration (except for the first two, which are the state designation) and issued me a registration. One big step closer to the water... Can't wait!!
