I'm getting ready to close up and winterize my 1987 Evinrude 150 for the winter. This will be the second season having this boat and I would guess I've put maybe 75 hours on it mostly short trips averaging a few hours. This motor was supposedly bought used with very low hours on it. The VRO system was removed when I purchased the boat and the owner included the parts (they are not in any condition to re-install - it would need a new tank and connection hose).

The motor runs pretty strong but smokes, especially at idle. Once you rev it up it clears and under power it's not as bad. There are a couple of other Evinrudes in my marina of similar vintage that are also smoky. Is this just something to live with until I eventually re-power or are there some tests to see if it can be cleaned up. I'm a pretty decent mechanic but not really familiar with 2 stroke outboards, I do have the Johnson \ Evinrude service manual. Just wondering if its worth doing a compression test, or other tests. I've tried to be pretty exact when adding fuel to get the correct mixture.

Will appreciate any advice on this...

Have a look at this thread started back in the summer. Seems changing oil type could possibly help.

The main problem will be that a properly working VRO system regulates the oil supplied to the gas, less oil at idle and more at higher rpm's. With the VRO being removed you now have the same ratio at all rpm's, and yes the motor is choking on oil at idle but getting just the amount it needs at wide open throttle.
My dad and I both have motors (60hp Yamaha and 50hp Evinrude) that have the VRO systems disabled/removed and of course both motors smoke moderately at idle.
As soon as I use up what supply oil I have, Ill be trying a different brand and see if it makes a difference.

The excessive smoke is more likely due to the type of oil you are burning vs there being a problem with the VRO. I changed from using run of the mill TWC-3 oils that smoked a lot to eclusively running Evinrude XD-50 in all of my VRO and non VRO OMCs, Mercury and Yamaha outboards and have seen a huge reduction in smoke at idle and no wake speeds.

I've been running the West Marine 2 stroke oil. Next season I'll switch over to the XD-50 and see how it works.

Start with the xd100 to really see if there is a difference, then you can "back off" to the xd50. Good luck.
