1996 evinrude water in cylinder

I'm trying to solve a problem with my 90hp ocean pro 60 degree looper. I have water getting into the lower port side cylinder. I pulled the head figureing I had a bad head gasket and found a few scores around the exhaust port. I installed new head gasket o-rings and did a compression check, I had 116lbs in the lower port cylinder. I put about four hours on the motor yesterday and it ran well at all speeds exept idle where it was rough. When I got home I pulled the plugs and again found the lower port cylinder full of milky water and oil. I checked the compression and it was showing 120 in the watery lower port cylinder. I pulled the head again, but I couldn't find a problem with the head gasket or head(it is not warped etc.). I'm at a loss as to where the water is getting in. Any ideas would be appreciated.

I just want to update this thread in the hope that anyone else with a V-4/6 60 degree Evinrude or Johnson will not have to spend the amount of time trouble shooting and head scratching that I did. It turns out that the power head base gasket was the culprit. The gasket failed and allowed water to be "injected" into the lower port cylinder of my motor. The only indication that something was wrong was rough idling. The motor would run well above about 2500 RPM, but acted like it was loading up bellow that range. In my case after a couple of head gaskets and trial runs I managed to damage my cylinder and piston before figuring this out. I still have good compression in the affected cylinder, but my lower port piston is scuffed. The motor runs fine, but It still does not idle well which I'm told is a symptom of piston skirt damage. One other thing, I got some advise to call Evinrude support and seek help. Not only did they point me in the right direction they were great to talk to. Great enough that I believe an E-tec is in my future.
