50 hp honda shifting issues

Have any of yall had to readjust the shifter linkage on a honda outboard. I have a '97 50 hp that I can't seem to get to shift right after the linkage, where the lower unit bolts to the exhaust cowl fell apart a couple of days ago. I can't seem to get it to shift to neutral without the gears, or clutch dogs ticking and when I do, then it seems like forward does not positively "lock".
