1986 Mercury 90HP - What is the small black hose by the gear case shaft?

Something I noticed is that there is a short black hose next to the gear case shaft that doesn't seem to go to any particular place. When re-installing the lower unit to the top unit, the hose pinched and about an inch of it tore off. Is this something I should be concerned about? It didn't seem to serve any particular purpose.
