David -- The question you should be asking is what propeller to use, not what size propeller to use. There is much more to fitting a prop than just pitch and diameter.
In your case, and assuming the 1996 Mercury is the 2.0 liter with 2:1 gearing, you'll probably want a three blade in the 19-ish inch pitch range.
My two top two recommendations would be the 14-1/4" x 17" Stiletto Advantage 4.25 or Turbo 1 of the same size or the 14" x 19" Mercury Laser II or Quicksilver Lightspeed of the same size.
