Motor cranked after cleaning lines, tank and filter. Fresh gas and she started up and ran good. Notice that steering cable is stuck. Tilt tube is free. Any suggestions, does anyone know proper length to order new Teleflex. Can it be freed or repaired?

The steering rod usually gets stuck inside the tilt tube.
You would need to find out if the above is the cause of the problem.
Remove the bolt and nut from the steering rod to the engine and see if the steering wheel turns.

I have had this problem over the years when the boat sits in storage too long.
I apply a penetrating oil called Kroil to the rod where it comes out of the tilt tube. Check out Kroil on line. It's called the oil that creeps. It gets into spots no other pentrating oil I have ever used can get. Keep applying regularly for up to a week then get one person on the steering wheel and one at the motor and go push/crank one way then the other. It should break free.
Once free, turn the wheel form lock to lock while applying more Kroil or a degreaser to the rod as it moves in and out of the tilt tube. Wipe away and crap each time it comes out. When it seems to be coming out clean, continue the process while applying a good marine lubricant to the rod.
Be patient, it will come loose eventually. At least, that's been my experience.

It is not the tilt tube, it works fine. The cable is frozen and even with PB blaster it just won't budge.
BTW Just got a new cable. Putting her in this week before Memorial Day. Know any tricks to install?
Also got a new fuel tank, the original one from 1992 had done it's job.

Are you sure your helm is not the frozen subject?
I am not all that familiar with the various helms out here but it is possible the gears inside are bound and you may have a hard time getting the cable out to replace it.
It seems to me if the helm is functional and the tilt tube is good then you likely have a breach in the outside plastic cover along the cable itself. Search out what would have caused such a breach when installing the new cable.

Have some rags handy and place a bag over the end of the cable that goes into the helm before you push it thru the tunnel. Remove the plastic cover and feed it into the helm. Use a good water proof grease on the ram and push it into the tilt tube. Hopefully you have a METAL wiper nut with a grease fitting on it to seal the ram end and to grease twice a year

If the steering cable rod is not stuck inside the tilt tube then can we assume you disconnected the steering from the engine and then took the cable out of the tilt tube completely?
But the steering wheel still would not turn?
If it is not stuck in the tilt tube, then there are only two other things.
1. Cable
2. Helm unit
A Montauk uses a 17' or 18' cable..... Either one....
