Would anyone know where I could find a used or new Hawgs Pipe (Deck Fitting in which the fuel lines go on an 1989 Montauk?) Whaler no longer sells them...

First, I think the correct name for that part is "Hawse pipe". Actually, it may be "Hawse Hole".
Anway, it sounds like you're knee-deep in a project for your Whaler.
You may want to get additional resources. Wilcox-Crittenden made much of the deck hardware for Whalers. You can order their catalog here.
Rumor has it that Perko is manufacturing marinium parts now, which is the alloy used for the OEM Hawse pipes. Page 174 of their catalog has this part (available from their site in .pdf). The Marinium version is on page 252. Click the link above and go to the "marinium line" dropdown box under "Catalog". It is described as an "oval hawse hole plate".
You should be able to order this directly through your local West Marine and have it in the store by the end of the next week.

The actual name for the item you are looking for is a "Tunnel Collar". On the outrages it's part number is #12133800 however on the 17's they used a smaller size.
Dave is correct that you might be able to replace your plastic one with a metal off the shelf item.

You are correct, and I am incorrect. I did not read the original post carefully enough (at all), and am referring to the Hawse Pipe on the gunwale, not the one on the fuel tank cover that is located under the console.
The term Hawse Pipe is what threw me.

Actually Dave,
On our Montauk the tunnel collar was plastic and was about the same size as my WC hawse pipes on my outrage. I did not think about till your mispost but it would be worth a try to see if the could be interchanged..?

If I were to do it again, I'd get the triangle hawse hole plate, on the same page of the PERKO catalog. I expect that none of those are inexpensive items.
When re-doing my deck, I removed the plastic hawse hole plate on my 18 (it was only half there anyway) and am using a rigging cable boot instead. It has a ring that attaches to the deck, and a plastic sleeve/boot that is water-tight that "stands up" about 5 inches above the deck.
The theory is to keep water out of the tunnel from spray or greenwater over the bow. Now that the project is complete, I'm not sure how necessary that really is/was. It sure is a P.I.T.A. when pulling cables.
The triangle one may have a shape that is more conducive to pulling the rigging cables through while still providing the anti-chafe characteristics of the hawse plate.

Both "Hawse Pipe" and "Hawse Hole" are synonymous and correct. Whaler generally used the former.
For the fuel lines on a Montauk, you can use anything. I once ordered a Montauk with no bow rail and the dealer got a bare hull and built it out for me. They just used a chromed garboard drain without the drain plug. It was fine.
Any good quality Hawse pipe will do as a replacement a long as it is as large or larger than the original hole. There was nothing particularly good abut the original plastic part Whaler used except (I presume) its low cost.
Be forewarned, depending on what tank(s) you are using in your Montauk, the space between the tanks may preclude the use of some hawse pipes.

Thanks to all of you for your help... This is a total redo project with a complete Raymarine E120 system intergrated into it with a stainless steel radar arch that will collaspe into the bow. I will post some pictures when completed~
