Releasing Tilt Lock Lever on 1975 Evinrude

I have a 1975 Evinrude on a recently purchased Whaler. I have used the boat several times, but apparently I have the tilt in the full up (trailer) position and cannot figure how to release it.

The tilt pump motor runs and it will raise the engine, but will only lower an inch or two until it seems to be hitting a stop.

There is a lever and cam on the L side of the engine which I can release but is there a second lock underneath? It looks like there is a spring loaded latch that I cannot release. The boat is in the water so it is difficult to both see and reach, and the repair manual for the motor doesn't address operation.

The lever under the motor should retract when you the lever. It is hard to remember how it works without looking at it, but the lever should retract.

Are the trim pistons touching the engine when you trim down? If the trim pistons go all the way down, it might be sitting on the maintenance bracket. On my engine it is on the right side. If you tilt the engine all the way up, it should just flip out of the way.

Flip the tilt lock lever into the down position, i.e. away from the transom and down. This will set the lock up to flip out from under the motor when pressure is released. To do that you must first raise the motor until it stops and it should snap out and allow the motor to drop.

If it does not, then the lock is sticky and you will have to reach down and force it out of the locked position.

If it is sticky, the boat will have to be hauled to make the repair which is probably as simple as a little grease.
