The engine is mounted using lag screws in the lower set.
Take a look at the Mounting Engine article in the reference section. (Left sidebar)
You should remove the engine and re-drill the holes using the diagram in the article. MANY owners have had to do this to correct antiquated mounting procedures by dealers.
While you may want to just use the boat this summer, do the project in the fall.
It is really worth it to get your motor mounted properly and the right prop will produce greatly improved performance. Right now the engine is buried and is producing a lot of additional drag.
Bummer the dealer installed the motor that way. Did they drill new holes in the motor? Shame on them - that's a well known issue on 15s and the solution is simple - raise the motor two holes and then you can use the lower slots, and still maintain some adjustability. Plenty of discussions at Whalercentral on the subject.
I'm with you though - get a new prop, enjoy the summer, raise and fill and redrill it right in the fall.
It looks to me that extra holes were drilled to allow the lower bolts to be in the splash well. There are 4 thru bolts in the well. I bet that you will have to angle the lower holes upward to get the new thru bolts in the lower slots to be in the well. I just did this a couple days ago on my 16/17.
