I have a 1974 13 ft whaler with pulley steering. The cable has fallen off the steering post. What is the proper way to reconnect the cable to the post. Thanks

Welcome aboard! Do a search for steering and 13 and you will find what you need. I don't know if there is an article or not, but there are pics in some threads.

Please take this time to check the system and in particular the cables. They tend to rust and break at a time under the most strain. Due to the motor being easy to turn because of the remote steering, it will go to one side quickly.
This is just a good time to look at the whole thing.

Note that the cable and pulley steering system is the easiest steering system to inspect for safety. It is the only legal type steering system allowed by the APBA in outboard boat racing, where some boats travel well over 100mph. It is very SAFE if kept in good condition.

Most marine supply stores carry cable for pulley steering. It is cheap, so buy more than you think you need. Nothing worse than being short and having to throw it all away. Its all one size, if you find other sizes,(doubtful) bring a pulley with you as a guide.
