Outrage V20 and Outboard Mounting Height

I have a 1980 Outrage V20 and I have read numerous times that the optimal outboard height is two holes up. Has anyone done this and if so, do you have any photos or more in depth descriptions? I'm not exactly sure what "two holes up" refers to.

When looking at the top set of bolt holes on the engine, there are two empty holes above the bolt.

Put another way:

If you count from the top, the bolts are in the 3rd hole down.

That makes sense except I only have one hole above each current bolt...and there arent any holes below it. Am I missing something or could the bracket only have 2 holes?

Okay, now its making sense... I have a strange 2-holed washer that is on top of the mounting bracket and probably covers the other holes...I'd be willing to be that if I remove that washer I'll see the same hole setup.
