I have a 1988 outrage cuddy with Whaler drive that I just repowerrd. . I noticed that the bilge pump kept kicking on so i pulled the deck at the transom. This boat prior to me owning use to be inboard/outboard. I realized the garboard drain was leaking around the threads and allowing water to come in. I also found a darker area closer to the gas tank but still at the bottom of the deck that had about three small screw sized holes. When I step on the area water comes out. I went under the boat and everything appears to be solid but the water concerns me. Should I drill holes under the boat to check for water? Do I seal the pin size holes? If I seal the holes I’m concerned about it being trapped. I’m at a lost expecially since I just dropped a 300hp motor on the back. The boat has always been heavy. I wasn’t too concerned until after I found the water. Also the boat dealer that installed the new motor forgot to install plugs in the boat when he launched it. Only reason I know because it had mud coming out from all angles when I picked it up.

If the boat is still in the water, I would pull it out till this is resolved.
The garboard drain is threaded plastic, not brass? I would remove the damaged tube and let it dry out. It should be replaced with a flared brass tube with O rings. It is closed with a removable rubber bilge plug.
Take a look at this personal page. While this model is not a WD, the under deck layout is the same. Note the cavities for the fuel tank and live well. Also note the channels running parallel to the cavities for rigging.

Where is the dark area? In the fuel cover or on the deck? The key is to let the water evaporate out without cutting into the boat. Let it dry out so if you step on it, water does not come out. Then seal it.
When you say your know the boat has been heavy what exactly does that mean?
Can you post some photos so we can see what you have?

Boat is in not currently in the water. It is stored on trailer. Garboard is brass and is just leaking through the threads. Easy fix. See the attached picture. When I say heavy it’s just a heavy load. How much should it weigh with full tank of gas, cuddy and 300 etec? See the attached pictures. I pulled the deck off and this is what is under it. The wood bracing was there when I bought it to support the false deck. The darker spots is where the water is leaking

It's hard to see from my phone but is there water coming from the motor mounting holes from the old I/O engine?
Off topic, was the transom reinforce to support the weight of the OB engine?

I don’t think so. My concern is the area forward of the rule bilge pump close to the gas tank. In picture two. If I stepped in that area water would come from the spot that is patched white. There is another hole just starboard of it that stays wet. Water doesn’t come out when I step but you can see it’s holding water.
In regards to the transom. I guess it was reinforced. When I bought it it had a 2003 Evinrude Fitch. It was on there for 8 years before it went out. I just repowered with the 300hp. The transom is solid. It’s just the void that has started to show a water extrusion.

Consider removing the transom drain and see if any water comes out. A steady flow not only confirms saturated foam but also raises concern with the transom. If thats the case you may need to open it up and inspect.

The transom drain looks like it is glassed I’m so it’s not coming out. I did however removed the scupper for the livewell pump and found that this is where the water was coming in. Letting it drain out. Question can anyone tell me where the old I/o engine mounted if it was attached to the stringers? There is a small crack in the fiberglass and a little water comes out when I wipe it. Is it as simple as sealing the screw holes and sealing the fiberglass crack where the engine use to mount?
