So bit the bullet and bought new Mills cover for my 15 Super Sport. Trying it on today and it's great - with one exception - no access to bow cleat. Knowing I keep this on a dock with whips, (which pull up not out) not sure what to do.

Nope I don't have that issue because I'm not lucky enough to have a dock..BUT you should secure your dock line to the dock, so it lives there, and use a stainless clip to secure it to the bow eye. I do that with my mooring and it works great. You could do the same with your stern eyes and just leave the dock lines at the dock.
