You will need to remove it from the boat, measure it's length and also its profile to find a match.
I, personally, would bring it to a Whaler Dealer parts desk and ask them to look it up on the computer and order a new one.

I have the same issue on my 99 conquest 23. Let me know what you find out and if it fixes your problem. Mine looks like its in good shape but leaks badly.
Is is me, or are you asking a lot for these "o" rings to waterproof hatch covers and deck access plates. I would think these fittings are water deterrents. Maybe some sort of grease (or ointment like material) could be put in place with the "o" rings to prolong the life of the rubber and further deter the water. I just installed new deck access plates and would like to seal better. Any products out there?
If the parts dept. can't locate the gasket, which I would be surprised they could not, try McMaster Carr. Try Syl-Glyde from NAPA to keep O-rings and rubber gaskets soft
