I haven't seen that ladder on a whaler. I use a Garelik inflatable boat ladder for my Montauk 17 because it was ranked as best by Boat/US. and I've found it works well. Here's a video. http://youtu.be/ejnBBMHie-A

I winter in Ft. Myers and summer in St. Joseph, Michigan. It’s now about 12 years since I’ve joined this group. I gave my 1972 whaler to my daughter and sold the 17’. Bought an O’Day 28 sailboat and sailed on Lake Michigan. Yesterday I bought a 2005 130 Sport.
I have the two rung. I have a 13 Whaler but it's in Florida and I'm in Michigan so I haven't tried it on the 13 but see no reason why it wouldn't work as well. You just have to adjust the rope so it's hanging so that when you step on it, it doesn't go under the boat. I got mine on Ebay for $40.00 so if you look around you may not have to pay full price.
