montauk style front rail on a newport ?

I just noticed one a boat on CL: http://sfbay.craigslist.org/eby/boa/4395650377.html Wondering if anyone knows if this would have been factory installed (option) ? Also wondering what people think the pros / cons are between the two different rail styles? thanks (and in case anyone is wondering, I have no affiliation with the boat on CL)
