Repairing Laminated Hatch Cover

On a 1998 Outrage 17, I noticed that the bottom of the lid [or hatch cover] for the fish storage area--I think this is what this compartment is called--has a crack in the edge. I failed to figure what this material is. It does not seem to fiberglass. How can I fix this? What should I use to seal?

I have BOATLIFE Life-CalkĀ® Sealant on hand.
