2 quick questions - what drain plug size is the right size for this boat - seems like 1 inch works but still not completely sealing?

second question - i have 2 group 27 batteries that weight 57ibs each, the batteries are located closest to the stern, then 12 gallon gas tank leaving storage under the drivers bench seat - I have a 1987 Mariner 45hp 2 stroke....looking to balance it out a bit. Would moving the batteries forward on the other side of the gas tank [20 inches or so] and under the driver seat bench make a big difference?
