How can I add a couple of cleats to my 1960 13? Would I need to add more fiberglass or a metal plate?

If you look on the right hand collum you'll see a section "latest downloads", you can see where Whaler has place wood in their hulls. That should help you determine where you can locate new cleats. Hope this helps.

that shows that thhere is no wood where i would like to add them what should I do?

You would probably want to drill a small hole. Then hollow out a larger area under the glass. There are discussions on how to do this using the likes of a Allen wrench on a drill. Fill with epoxy resin. After it sets pretty drill your screw hole to mount your cleat.

Jbrc, if you want, Eric at Image(Tampa Bay), can do anything...he installed pop-up cleats on mine. Let me know and I'll email you his number. He always prioritized us Whaler owners.

i think i will do it on my own because i do not have a big budget for this project of restoring my boat

Where do you want to add a cleat(s) I assume your 13 has a bow cleat and a port & SB aft cleat?
Are you wanting one for a spring line?
Use your railing to tie off.
