I have a 1981 18 outrage that i am refurbing.I need a new rub rail and was wondering where is the best place to get a new one and do they make the base in beige with a black insert or is the white base standard?

Look under our Sponsors in the upper right sidebar.
They can get you the correct rub rail with the correct color.
I believe both Twin Cities Marine and Specialty Marine carry the rub rail kits.

I just ordered a new rub rail for my 1989 outrage through Specialty Marine ( http://www.specialtymarine.com/). I had a couple questions, called, left a message (EST vs PST) and they called me back, answered my questions and I gave my CC over the phone after negotiation the shipping cost and the rail was on my front door within 5 days. Think the guys name was ED???. Good luck.

One option that you might consider would be to replace the original two piece plastic rubrail with the commercial rub rail which is made from rubber.
Granted the rubber rail gives your hull a little different look but it gives a little more protection from bumps and scuffs. You can see both rails in the last two pics of my personal page.
Joe Orlando's Fiberglass installed mine, but I bet that Sue at Specialty Marine probably has in stock as well.
Just a suggestion.

To tell you the truth I'm not sure if my installer, Joe Orlando, riveted or screwed the rubber base on.
This rubber rail is also a two piece with a narrow insert that press fits into the base. Both the base and insert are black.
However I did do the installation of the two piece rub rail on my Nauset, myself. I screwed the base on, rather than use the rivets that came with it. This rub rail is same as the original rub rail as the Outrages.
It is a pretty easy install if someone wants to take that project on. Just be sure to do it when the weather is warm so the rail is very flexible and easy to work with.
A new rub rail will really make your Whaler look sharp. I also felt that the two piece rub rail really upgraded the look of the Nauset.
