I recently picked up a well used 1975 Custom 16. The fuel tanks are in desparate need of replacement - right now, there's just 2 six gallon red plastic tanks sitting on the deck unmounted. My intention is to install a Moeller 24 gallon white tank under my soon to be ordered RPS. The problem is that there is no factory accomodation to run the fuel line down into the rigging tunnel. I know I'll have to drill through the deck to do this, but can anyone tell me if there a through hull/port part available to mount on the deck and pass the fuel line through to the tunnel? Also, where exactly should this hole be drilled, and how large?

Can we assume since you are buying an RPS that this Custom now has a center console? If yes then you could easily determine the hole position by looking at the Montauk hull diagrams of that same year.
I will seriously caution you to be very tedious with this deck to tunnel installation. Making an absolutely water tight seal will be of utmost importance as this is one area where water intrusion between the decks will occur. While you are at it check to make sure that both ends of the tunnel tube are well sealed as well.

Whaler just used a hole saw to cut a pair of overlapping holes in the floor. You still buy the plastic hawse pipe to cover the hole from any Whaler dealer. Whaler did not bother sealing the cut at all and it never caused any trouble. I wouldn't worry about it.
You can also use whatever piece of hardware you want to cover the hole. On one boat I owned a garboard drain fitting was used as a grommet for the hole. The only trouble with that was the hole was not large enough to accommodate all fuel line fittings but it accommodated some of them.

Adding to this post. I am also looking at getting a 24 gallon white Moeller fuel tank since my 24 gallon Pate tank had to be replaced. My console on my 17ft custom Montauk only allows we around 27inch of width and the Moeller 24 is specified as being 29inch wide. My old R24 Gallon figerglass pate tank was only 26 inch wide but the rest of the spec are the same as the Moeller. Is the moeller tank actually 29 inch wide and if so what other tank would fit under my console?

Just a point of information, Moeller is now advertizing the white tank as 22 gallon capacity, and the bigger red tank as 24 gallons.

Point taken. Some sites advertise it as 24 gallon and others at 22 gallon. Very confusing...

Thanks for all of your responses. My local marina has several fittings that look like they will work, I'll need to wait until I actually find an RPS, and complete the center console I'm building, to locate and drill the hole. When that happens (probably this winter), I'll be very carefull to seal it up well.
