this is the problem had a 15 in leg now going with a 20in leg evinrude 30. i get it have to put a jack plate on but my teleaflexe steering needs to be set back also,but how? is there adators for this? the engine is 1997 evinrude, do i use the tube through the engine little confused i did not buy the engine yet..

I moved this to the parts forum and deleted your other duplicate post.
Look at the Kent Fab adapter... Not cheap, but also stops water from coming over the low transom as it fills in the entire cutout.

Why would you need a Jack Plate?
There are quite a few members that have the Kent Fab installed on their 13' Whalers with the notched transom.
Here is one I found in the personal page section. There are others.

i have the mini jack plack that i am putting on. its the set back 4in the teleaflex need a adator do the make them.

OK, I wasn't aware you already had a 4" setback Jack Plate...
You will most likely need a longer cable then...

I think most people who use set backs would have hydraulic steering. If you use your standard cable steering it is going to have to come out of the motor and run behind the boat and sweep back into the stern..
