In the 13' specifications , it states the minimum HP for a 13 sport is 9.5hp, does that mean the minimum to plane the boat? Will a 9.5hp really plane it?

Yes. The minimum horsepower rating used by Whaler means "Minimum horsepower to plane satisfactory with light load."

i have a 1968 13' that i use to go to my mooring with a 8hp 2stroke tohatsu.with a light load it planes easily and goes over 10 knots.the older 13's are only 250 lbs.the 13' standard (without steering)has a maximum rating of 20 hp.my other 13 is a standard model with a 25hp yamaha 2 stroke tiller motor.it is a handfull at full speed 24 plus knots handheld gps.the 9.9 hp should be fine by yourself with a light load and plane at a slower speed than a 200lb motor hanging off the back which you will apreciate when the wind picks up.good luck
