i purchased this 78 outrage for a great a price and im trying to get the outboard to turn.it has good compression so i i started with the carbs. if this doesnt work where should i go next?? the motor turns but doesnt turn over, and i replaced the gas and batteries are charged.

Sound like it is turning over but not firing. You turn the key and it cranks right? First check that the motor is getting a full 12 volts at the starter terminals on the motor not at the battery. If it does not have that it will NEVER start.
Next put new spark plugs in.
Next check for fuel. If you squeeze the primer bulb and the crabs fill or begin to drain fuel you can assume it is getting fuel. Whether it is to rich or lean can be sorted out later after to get all of these point off.
Finally if it will not start check for spark. Pull one plug boots off at a time and stick a screw driver in the boot. Have someone crank the motor as hold the screw driver shaft close to the block. If you have spark you should get an arc from the shaft to the block.
Those are the basics to get to for.

Welcome! Perhaps a few more details of what you have would give us a clue. Like what kind of engine... etc... from your message it seem you are very exited about you new whaler!
Graduation and welcome.

Can you give us a little more info so we might be able to help you?
What brand and size of engine?
What year engine?
You say it turns but doesn't turn over... What does that mean?
It turns by hand if you rotate the flywheel?
Just because batteries are charged doesn't mean it is any good.
Let us now a little more info and we can go from there.

Welcome aboard ! When you said that "the engine turn's", do you mean that the engine is cranking over but, won't "Light Up" ?

Ground each plug to the block, one at a time and turn the motor over and check for spark.

We had a similar problem after rebuilding the power head on a 1987 Yamaha V6 Excel. Checked the batteries, they seemed fine but were not producing enough power to fire the high voltage coils. We found this by using a timing light. The timing light would fire on the port bank of cylinders, but nothing on the starboard (even though when we pulled the plugs and tested it looked like it was sparking fine.) We charged both batteries overnight and it fired just fine the next morning. I still have no idea what the amp or voltage requirements are, but I had never seen this before. Save yourself some time and money and just FULLY charge your batteries and see what happens. GOOD LUCK!

There are three things that are needed to make an engine run.
1. Spark
2. Compression
3. Fuel
If one of the three are not present, the engine won't run.

I would consider inspecting the fuel lines for blockages too
