I have a 2000 Sport 13 with a 40 HP Mercury that hasn't been run for about a year. I've been trying to get it going today and am not having too much luck. I have fresh gas, the oil level has been filled and there are new plugs. I've cleaned the fuel lines and filter. I started it and ran it for about 4 minutes and then the "horn" came on. It won't start now.

If the horn came on the first thing I think of is an over heat condition. Was the boat in the water or were you running the motor on muffs in the driveway?
Did you replace the impeller before attempting to start it?

Is this a two stroke or a four stroke 40 HP Mercury?
What does your Owner's Manual say about the horn?

What does it say about resetting itself? Or is there something you have to do to reset the alarm?

Well, if you are getting an alarm on a stone cold motor then I guess we can discount the overheat theory.
That leaves oil lines and "water line issues," whatever that is.
