I just picked up a 13' Whaler and am having the seats and steering redone. I noticed a water line that skewed upward toward the stern of the boat. At first i guessed that it had been in the water too long and bilge pump went dead. But as I speak to people, it appears that the foam in the hulls become moisture laden from screws were that were drilled in various parts of the hull. Does anyone know if the bottom of the hull can be drilled/drained then repaired

Welcome aboard. Yes. Do a search and you will find tons of info. I'd start by weighing the bare hull. If it is a pre 72 is should weigh about 300 lbs. You can go to the "shaler model specifications" in the left bar to find out other info on your model.
