What do you think about this combination?
I need your opinion because I have found this engine/boat combination at good price.
Is it enough or not?

I think so.

I know a fellow Whaler owner (Tony aka elaelap) in California who ran an Outrage 18 with a 115. He raved about it.

Sorry.

Yes, happy.

When owners talked on what new engine to get, 115, 135,150, he would always say 115 is fine.

Here is a quote from Tony:

1988 Outrage 18, 115 hp Yamaha EFI 4/s turning a 19" pitch stock Yamaha 3-bladed black steel prop, no T-top, no bottom paint, 8 hp Yamaha 2/s kicker & 5 gallons of gas in plastic tank in splashwell, +/-50 gallons of gas in main tank, two anchors & rode forward (one with chain), approx 75 lbs of lead weights on starboard side of cooler seat forward of console, and at least another hundred pounds of tools, emergency rations, fishbox, USCG required safety stuff, etc, etc-- On a good day on a smooth lake (with the antenna down, the net and rods on the deck, trimmed out carefully with 200 lb me crouching behind the windscreen) I can just barely creep up to 40 mph on the GPS at 5600 turns. But like you, acseatsri, I spend the greatest amount of time either trolling at two knots or cruising at 20-22 kts/35-3800 rpm.
