I'm planning to install railing around the bow of my 13 Sport, but since it's not going to be original anyway, I have been thinking about installing one that I really like. I don't really like the high bow railing available through popular marine catalogs; I much prefer the lower profile of the 15's wrap around. Does anyone know of a railing similar to the 15's being produced for a 13? Has anyone toyed with build their own railing?

The one that was original to the 13' SS (Super Sport) might be what you are looking for. Check the photos in the Whaler Model Specifications. You can get to that section by clicking on it on the left sidebar under the heading "Photo Gallery."

Notice the low profile railing that wraps around the sides. You can get replacements at Specialty Marine, one of the site sponsors, and I am sure you should be able to find them elsewhere, or fab one, or maybe find an original if you look long and hard. The sport hull, standard hull, any classic 13' hull will accept these railings as the models were primarily determined based on interior configurations.
