I'm curious as to what the best paint would be (color and brand) to paint a classic late 80's outrage 22? Clearly, I'd like to match the "desert tan" color inside and out as close as possible.
Are there any long-term drawbacks of painting?
Does anyone know how much it might cost if a professional did it?

Are you talking bottom paint or are you wanting to redo your entire hull?

I'm talking about painting the entire boat not bottom painting.

Why do you wany to paint the hull? If the gelcoat is just oxidized there are ways to bring the gel coat back to life where it will look like new. A better solution, plus it won't flake off.

Tough question to ask, we can't see your boat. I don't believe anyone would give you an idea of cost without looking at it first.
