Can anyone verify that a late 80's Outrage 25 would take 20" engines when using twins? No manufacturer makes a motor in the 140-150 HP range with 20" legs and counter rotation. I want to make sure of the length before I make a decision.

That is correct, the 25s are designed for twin 20" shaft motors or a single 25" shaft.
You can either install twin 25" shaft length counter rotation-motors on simple jack plates or convert one of two 20" motors to counter rotation which is exactly what I did on my 25.

My old counter rotating Johnson 150's are 25" shafts. They are mounted on the whalerdrive, no jack plate. I'm not sure if the Whalerdrive makes any difference when it comes to mounting height vs a standard transom? Check out which holes they are mounted on...Here is a photograph.

Whaler Drive equipped 25s are different. They use 25" shaft length twins or singles.

I have 1989 Mercury 150s. Because Mercury never made a 20" counter, I bought a used 25" counter rotating lower unit for $500 and had five inches cut off the drive shaft and then re-splined. The cost to do this was $100.
Additionally, I had to re-rig the control for the counter rotation motor because on Mercurys, the shift function is reversed on the counter rotation model, i.e. push becomes pull and vice versa. The Mercury controls are designed for this reversal of the shift cable.
I just sold the lower unit I removed for $600 so my total cost was rather low. I am very pleased with the results.
