I am looking to re-power my 1999 Outrage 17 II with a 115 HP 4 Stroke Yamaha (2005 - 2010). Original was a 115 Johnson 2 cycle. Boat specs is max 150 hp which I do not want to do as 115 HP is fine. How concerned should I be with the extra weigh?

Not a concern.

If you want to know the weight of a new engine, calculate the weight difference between old and new engines and place weights (bags of sand, water etc) in the splashwell and monitor the ride and static trim.
